1 School Admission Arrangements 2025-26
When changes are proposed to school admission arrangements, admission authorities must consult on the arrangements that will apply to applications the following school year. Tower Hamlets is consulting on changes to admission arrangements for 2025-26. The survey refers to Appendices. These can be found on the consultation’s homepage. Local Authority Relevant AreaGovernment Regulations require a local authority to determine the "relevant area" or geographical area it will use for consulting on its school admission arrangements. Currently, the geographical area Tower Hamlets uses for consulting upon its admissions arrangements is the Local Authority area and the neighbouring local authority areas of the City of London and Hackney, as parts of these boroughs are included in the Tower Hamlets School Catchment System.There are no proposed changes to this relevant area for admissions purposes. It is proposed to remove the South Wapping and West Bethnal Green priority admission areas. The priority admission areas were introduced to ensure that children in South Wapping and West Bethnal Green were able to have an equal chance of securing a place at a local secondary school. With the Mulberry Academy London Dock School planned to open in Wapping in September 2023, there is no longer the need for these priority areas. All families across Tower Hamlets will now have the same opportunity to secure a place at a local school. Data informing this change is available in Appendix E.Do you agree with the proposed arrangements and oversubscription criteria for admission to community secondary schools in 2024-25, which include the removal of priority admission areas?, Proposed Admission Policy for Community Secondary School - Tie-Break MethodIn the event of oversubscription where there is an equal claim to a school under the distance criterion, including instances where more than one child lives in a multi-occupancy building, a ‘tie-break’ will then be used to decide who should be offered the place and the offer of a place will be decided by random allocation.Do you agree with the proposed arrangements and oversubscription criteria for admission to community secondary schools in 2024/25, to include random allocation as a tie-break?, Proposed Co-ordinated Schemes for Reception, Year 7 and In-YearTower Hamlets, along with the other London boroughs, has a system to co-ordinate the arrangements for children to start primary school in the Reception Year and to transfer to the Year 7 of secondary school. This is known as the Pan London Co-ordinated System and it enables parents to apply for schools in their own borough and in other boroughs on one application form. Parents can also expect to be informed of the outcome of their applications at the same time by the Local Authority in which they live. The proposed schemes for co-ordinated admissions to Reception and Year 7 are set out in Appendix D. Tower Hamlets also has a local scheme to co-ordinate applications to Tower Hamlets schools for new admissions or school transfers during the school year and outside of the normal points of entry i.e. in-year admissions. The proposed scheme is attached as Appendix E.Do you agree with the Tower Hamlets schemes for co-ordinating Year 7, Reception Year and In-Year admissions for 2025/26?, Planned Admission Numbers for Tower Hamlets SchoolsThe Planned Admission Number (PAN) for each Tower Hamlets school is stated in Appendix F. The PAN confirms the maximum number of children that each school will admit to the reception (primary) or Year 7 (secondary) in the school year 2025-26. The PAN is based on the net capacity range of each school, or in some cases a higher or lower figure. This enables the Local Authority to meet its statutory responsibility to provide and maintain sufficient high quality school places, where they are needed and when they are needed, for families in the borough.
