What is the Parking Enforcement Plan?
The Tower Hamlets Parking Enforcement Plan (PEP) brings together all existing parking and mobility management policies into one single document. Together, these policies are used to plan and enforce parking across the borough.
Background
The existing PEP was written 16 years ago. Since then, technology has advanced, and the need to address poor air quality and traffic emissions in the borough has become more important than ever. Therefore, updating and modernising our PEP is necessary to reflect these changes and deliver a fair, transparent, and high-quality parking service across the borough.
Our new Parking Enforcement Plan
Our new PEP will deliver the parking our residents and businesses need, increase compliance, and ensure we have robust processes to tackle fraud. The PEP will be aligned with national, regional, and council priorities, clearly outlining the operation of our parking services, the decision-making processes, the appeals procedures, and the management of our contractors.
The new PEP will align with our existing Tower Hamlets Strategic Plan 2022-2026 and bring all parking policies and procedures into one document.
Parking Enforcement Plan key objectives
This consultation will gather views on parking and mobility which will support the council to provide a service that:
- Supports and stimulates the local economy
- Balances the needs of all road users.
- Enables the most vulnerable to be able to travel.
- Supports and stimulate the local economy.
- Contributes to the delivery of Mayors transport scheme and general transport strategy and objectives.
- Improves road safety for all stakeholders.
- Reduces congestion and emissions.
- Contributes to improving the environment.
- Manages the kerbside space.
Engagement
Local people know their neighbourhood best and we want everyone in the community to feedback on current policies and parking arrangements across Tower Hamlets.
The survey will be open until 04/11/2024

We will also be hosting a number of pop-up sessions which will allow you to speak to a member of the team, address any questions you may have or fill out a survey with us.
