Whitechapel Town Centre

Background

In 2019, the national government established the High Street Task Force (HSTF) to provide support to local leaders in town centres and high streets in England.

Tower Hamlets was one of the 70 Local Authorities identified as most in need of HSTF support.

In July 2021, the HSTF visited Tower Hamlets and delivered a workshop involving key stakeholders in Whitechapel Town Centre.

As a result, a final report was issued to the Council which identified:

  • The strengths of the Whitechapel town centre
  • The main barriers to transformation as defined by the Town Centre Expert
  • The provision of five recommendations and three supplementary recommendations that the Council and local partners could action in the immediate future to accelerate the transformation process.

Following on from this the Council has appointed a town centre manager for Whitechapel who will be responsible for the creation of a town centre business group, then collaborating with local businesses and key stakeholders in the development and delivery of the actions plans to assistance in the improvement of the town centre.

Programme Overview

Whitechapel Road is the cultural and historical heart of Whitechapel, and home to its iconic street market. It is experiencing rapid transformation with the arrival of Crossrail, the council’s new Town Hall and other investments in the area.

The council would like all businesses to be part of and benefit from the changes occurring. To do this we have established a town centre management model in partnership with local businesses and stakeholders based in the town centre. This model supports a dedicated town centre manager to serve all businesses and employees within the town centre by advancing their interests and working in collaboration to support the continued growth and development of the area.

Action Plan

In 2023 the council carried out an engagement exercise to seek feedback from local businesses, employees, residents and stakeholders to understand their ideas and suggestions to improve the town centre. From this, we have devised an action plan that will address the key themes raised. You can see the result of the engagement exercise and action plan in the Key Documents opposite.
