Design Concept for Harpley Square


Over the next 8 years, Tower Hamlets Homes and Tower Hamlets Council are embarking on an ambitious programme of major works to improve the quality of residential blocks across the borough ensuring that homes are warm, modern, secure and weather tight. These major works generally comprise of improvements such as replacements, repairs and maintenance, focussing on external brickwork, roofing, communal windows and internal decorations, mechanical and electrical services, structural repairs and fire protection work.

In addition to this we are introducing the proposal of a pilot project of rooftop extensions. We are looking at bringing forward a scheme of 3 low rise blocks to provide further council homes on top. Our idea is to undertake this project at the same time as the major works to reduce the amount of disruption to local residents.

Why do we need to build?

The Mayor has pledged that the Council will build 2,000 new homes for local families by 2022. With approximately 19,000 households on our waiting list, this need for new homes has never been more urgent. With available land scarce in our borough, it is up to the Council to find new ways to build homes for our families. Our attention has focussed on looking at our existing properties to see how they can be improved as well as provide more homes.

How we have selected blocks for our pilot scheme?

Tower Hamlets Council have run a study on all of our existing housing and we have selected 3 blocks as a pilot scheme. The criteria that the blocks had to meet are;

  • The block has a flat roof
  • The block is only currently 2-3 storeys in height
  • The block is due for a new roof and considerable improvements on the capital programme
  • The block has the potential to deliver 5 or more new homes for our residents.

For these reasons we have selected three blocks for our pilot scheme:

26 - 37 Harpley Square, E1 4EA

1 - 30 O'Leary Square, E1 3AP

2 - 20 Tomlinson Close, E2 7LJ

Tower Hamlets Homes and the Council are working with reputable architect, Baily Garner, to deliver design proposals for you to consider, as well as assessing and advising on the current condition of the blocks needing major works.


Resident Consultation - December 2020

Since our last consultation in August and September 2020 with residents affected by both the major works and the proposed rooftop extensions, we have been working hard on the designs for the proposals using the feedback received at these events. We would like to come back to you now with some updated designs and will be inviting residents from the wider estate to view and comment on the designs.

Due to social distancing requirements we will be undertaking this round of consultation events online through the Zoom platform. There will be several opportunities for you to join us.
