The Health Impacts of Cumulative Construction on and around Marsh Wall, E14.

Since 2021, the Development Coordination Team have been working on initiatives to improve the way in which construction is carried out within the London Borough of Tower Hamlets. In particular, initiatives which help to reduce or eradicate the negative impacts of development upon the health of the borough's residents and business community.

Development proposals, via submission of a Construction Management Plan (CMP) at the Planning stage, set out proposals (often termed 'planned measures') to reduce negative environmental impacts (such as road congestion, poor air quality, noise and disruption to pedestrian, cycling and traffic routes). These are frequently considered on a site-by-site basis and not often in terms of ‘cumulative impacts' of multiple developments clustered close together in a neighbourhood, at varying stages of construction (such as demolition, construction of the main building structure or the finishing of the building interiors) over prolonged and overlapping periods of time.

The council were interested in understanding what impact intensive 'cumulative development' has had on health within the borough. A Health Assessment of the Cumulative Impacts of Construction in and around Marsh Wall was commissioned in 2022. Working alongside our research partners, background research and consultation has been undertaken with both residents and developers living and working on Marsh Wall. The aim was to review past, present and potential future impacts of long term cumulative development with a view to informing future policy and making practical recommendations for future mitigation practices.



Whilst Marsh Wall on the Isle of Dogs was the initial focus of the research, later on in the programme, residents from the whole of the borough were invited to participate. Participation was encouraged via online meetings and a questionnaire shared via the council Let's Talk webpages.


The culmination of this research project is the publication of our Health Assessment Report below. Combining detailed analysis of how construction impacts health, how Marsh Wall has evolved over time and what impact construction has had on the neighbourhood, as well as inclusion of first-hand accounts from residents.
