Tower Hamlets - Local Flood Risk Management Strategy 2026–2032

We’ve prepared a new Local Flood Risk Management Strategy (LFRMS) for Tower Hamlets, as required by the Flood and Water Management Act (2010). The new updated strategy replaces the previous version published in 2017 and reflects recent changes to national and local policy. It sets out how we will manage flood risk across the borough over the next six years.

Why does this matter?

Flooding can disrupt lives, damage homes, and impact businesses. With climate change and urban growth increasing the risk, it’s vital that our approach is robust, practical, and reflects local priorities. Your feedback will help us make sure the strategy works for everyone in Tower Hamlets.

Public consultation is an important opportunity for you to shape the strategy moving forward. Your feedback will help us to ensure it reflects local priorities and supports a more flood resilient future for Tower Hamlets. Please review the draft documents and share your feedback.

The new strategy aims to:

  • Explain who is responsible for managing different types of flood risk within Tower Hamlets.
  • Describe the types of flooding and review past significant incidents in the borough.
  • Show how we work with partners to reduce flood risk.
  • Present seven strategic objectives for managing flood risk.
  • Provide practical advice for residents and developers.
  • Bring forward all national and local policy updates since the previous LFRMS was published.

The strategy is supported by:

  • An Action Plan detailing steps for each objective.
  • Flood Risk Maps showing areas most at risk.

Two screening reports have been prepared:

·      Strategic Environmental Assessment (SEA) – Looks at potential environmental, social, or economic impacts.

·      Habitats Regulations Assessment (HRA) – Assesses any impact on protected sites such as Special Areas of Conservation and Special Protection Areas.

The results

We have reviewed the results of the recent consultation survey and are incorporating your feedback into the Local Flood Risk Management Strategy (LFRMS). Based on the responses received, updates will be made to ensure the strategy reflects local priorities, addresses identified gaps, and improves clarity.

Once these amendments are complete, the final version of the LFRMS will be presented to Full Council for discussion. If agreed, the strategy will be formally adopted following corporate sign-off and published for public access.
